Summary

The committee heard that energy efficiency programmes should be prioritised in the UK as offering better returns than many other infrastructure projects. Different schemes and incentives should be used in combination and the market encouraged to focus on capacity reduction. Fuel poverty, in particular, should be addressed via general taxation. The zero-carbon homes target should be reinstated.
